The Guyana Football Federation (GFF) has established a First Instance Body (FIB), tasked with ensuring local clubs meet the standards set out in Concacaf’s club licensing regulations, as part of its drive to professionalise the domestic game.
According to a statement from the GFF, the independent FIB will be responsible for evaluating club licensing applications based on key criteria, including legal, financial, sporting, and infrastructure requirements. Its creation is seen as an important step towards enhancing transparency, ensuring compliance, and supporting the long-term development of football across the country.

The FIB comprises three appointed members: Shellon Bess, Deputy Permanent Secretary at the Ministry of Health; Julius David, a veteran educator and sports administrator; and Lemar Williams, a corporate legal officer and youth advocate. Collectively, they bring extensive expertise in governance, education, legal affairs, and public service.
GFF President Wayne Forde described the initiative as a “critical component” in strengthening club operations and preserving the integrity of the sport.
